几个月以来，辉瑞在新冠肺炎疫苗研发领域一直强调，公司将在十月底得到疫苗的有效性研究数据。当然，这受到了多数顶级科学家和社会各界的质疑，美国fda一项新规更是将疫苗的紧急使用授权推迟了至少两个月。

在此影响下，辉瑞首席执行官albert bourla改变了自己的论调，称最早申请fda紧急使用授权的时间推迟至11月第三周，届时将有足够证据。十月份辉瑞将得到疫苗是否有效的数据，公司还要继续收集足够的安全数据。

此前，bourla在多次活动中一直将“10月”作为关键词，称研发流程顺利，预计将在10月底得到结果。这与特朗普总统的说法一致，总统一直宣称在11月3日的大选之前将有疫苗获得批准，特别点名提到了辉瑞。

与之相比，美国最先启动疫苗临床研究的moderna公司则表示，最早需要到11月才能拿到有效性数据。

9月下旬，60多名研究人员和伦理学家敦促辉瑞在11月下旬将疫苗提交审查，他们认为需要至少提供注射后两个月的安全数据，否则将严重侵害公众信任，阻碍疫苗的广泛推广。fda更是要求，如果申请紧急使用授权，需要至少一半的试验参与者提供两个月以上的安全数据。

在多方的影响之下，bourla将疫苗申请的计划时间推迟了一个月。他在声明中表示，有效性是疫苗推向市场的指标之一，安全性和可持续性仍然是公司的首要任务，两年内公司将持续监测和报告所有试验者的安全性数据。公司还将收集生产数据，保证疫苗的质量和一致性。

作为“政治需求”的回应，bourla称辉瑞只是以“科学的速度前进”，与政治无关。很多人希望我们做得更快，有些人主张推迟，这两种选择我都不接受。我们需要做的是证明这种治疗方法在大多数接种过疫苗的患者身上能够预防新冠肺炎，必须证明疫苗是安全的。还需要保证能够始终如一地“以最高质量标准”生产疫苗。

目前，辉瑞与美国政府签订了19亿美元的协议，将提供1亿剂新冠肺炎疫苗接种。该协议包括购买额外5亿剂疫苗的权利。
